سفر هر گزارشگر ویژه سازمان ملل باید شامل بازرسی مستقل و بدون دخالت رژیم از زندان‌ها و صحبت کردن با زندانیان و خانواده هایشان باشد.
دفتر حقوق بشر سازمان ملل اخیرا اعلام کرده است که از تاریخ هفتم الی هجدهم ماه می جهت تحقیق در رابطه با تاثیر تحریمها بر روی حقوق بشر در ایران گزارشگر ویژه خود را در ماه می به ایران اعزام خواهد کرد.
در این رابطه شیوا محبوبی ، در تاریخ ۲۶ آوریل از طرف کمیته مبارزه برای آزادی زندانیان سیاسی از سوی این کمیته نامه اعتراضی به دفتر حقوق بشر سازمان ملل ارسال داشته است. متن انگلیسی و ترجمه فارسی است نامه را در زیر ملاحظه میکنید.
کمیته مبارزه برای آزادی زندانیان سیاسی پس از ارسال این نامه به دفتر حقوق بشر سازمان ملل، رونوشت این نامه را برای مردم و رسانه ها در کشورهای مختلف ارسال داشته و از مردم خواسته است در حمایت از زندانیان سیاسی و خانواده هایشان به دفتر حقوق بشر سازمان ملل نامه ارسال داشته و خواست زیر را مطرح کنند:

در حالیکه خانم دوهان امروز هفتم می به ایران سفرکرده، آقای احمدرضا جلالی شهروند سوئدی-ایرانی در زندان بوده و رژیم اعلام نکرده است که حکم اعدام جلالی تا آخر اردیبهشت اجرا میشود. سوال اینست که آیا دوهان در این رابطه و سیاست گروگانگیری رژیم سوال خواهد کرد؟

نامه به دفتر حقوق بشر سازمان ملل و خواست اینکه جنایات رژیم اسلامی را نرمالیزه نکنند
خانم النا دوهان، گزارشگر ویژه سازمان ملل برای بررسی تحریمها قرار است از هفتم الی هجدهم ماه می به ایران سفر کند. در اطلاعیه ای که دفتر حقوق بشر سازمان ملل منتشر کرده است ، گفته شده که ایشان در طول سفر شان با نمایندگان جمهوری اسلامی، سازمانهای مختلف از جمله سازمانهای خصوصی، مالی و سایر بخش‌ها و همچنین تشکل ‘ کشوری حقوق بشر’ در ایران دیدار خواهد کرد.
مایلم توجه دفتر حقوق بشر سازمان ملل را به این سوال جلب کنم که منظورشان از تشکل حقوق بشر در ایران چیست؟ آیا این شورا باور دارد که تشکل‌های مدافع حقوق انسانی در ایران وجود داشته و فعالینش آزادانه اجازه دارند فعالیت کنند بدون اینکه دستگیر، زندان و حتی اعدام شوند؟
مایلم از خانم النا دوهان سوال کنم که آیا ایشان از اعدام ها در ملا عام و سرکوب اعتراضات مردم در ایران توسط رژیم اسلامی اطلاع ندارند؟ یا ایشان و دفتر حقوق بشر سازمان ملل تصمیم گرفته اند که چشمانشان را بر روی تعرض وسیع حقوق انسانی ببندند و این جنایت علیه بشریت را صرفا به تاثیرات تحریمها تقلیل بدهند؟
دفتر حقوق بشر سازمان ملل به روشنی مطلع است که هر فردی که در ایران تحت قوانین رژیم اسلامی زندگی میکند و حتی در رابطه با نقض حقوق انسانی ابراز نظر میکند دستگیر و شکنجه میشود. به همین دلیل ادعای اینکه تشکل‌های مدافع حقوق انسانی می‌توانند آزادانه با خانم النا دوهان صحبت کنند چیزی نیست بجز مشروعیت دادن به جنایات رژیم اسلامی.
دفتر حقوق بشر سازمان ملل با صدور اطلاعیه ای از همگان درخواست کرده است که سوالات و نظراتشان را برای این شورا ارسال دارند. از طرف کمیته مبارزه برای آزادی زندانیان سیاسی و از طرف زندانیان سیاسی و خانواده هایشان، مایلم توجه شما را به موارد زیر جلب کنم:
– صدها هزار تن از مردم ایران در طول ۴۳ سال اخیر توسط رژیم اسلامی دستگیر، شکنجه و حتی اعدام شده اند. جنایات رژیم اسلامی از زمان بر روی کار آمدنش و زمانی که تحریمها نبود شروع شد. به علاوه دلیل اصلی فقر و محرومیت در ایران، که بسیار قبلتر از تحریمها وجود داشت رژیم اسلامی است. این
رژیم است که فقر، سرکوب، اعتیاد و سایر بدبختی‌ها را بر مردم ایران تحمیل کرده است.
– هزاران فعال عرصه ها از جمله: معلمان، کارگران، هنرمندان، وکلا، فعالین حقوق زنان، دگرباشان جنسی ، اقلیت‌های قومی و مذهبی، دانشجویان و کشاورزان که برای مطالبه حقوق اولیه خود اعتراض کرده اند روزانه تحت اذیت و آزار قرار گرفته، دستگیر، شکنجه و حتی اعدام می‌شوند.
آیا خانم النا دوهان از رژیم خواهد خواست که در رابطه با سرکوب خشن اعتراضات توضیح دهد و خواهان آزادی زندانیان سیاسی در ایران بشود؟
– زندانیان سیاسی عامدانه از حق درمان محروم هستند و برخی از آنها از طریق محرومیت از درمان به قتل رسیده اند. دو مورد اخیر این قتلها بکتاش آبتین و مهدی صالحی است . لطفا گزارشات عفو بین الملل و کمیته مبارزه برای آزادی زندانیان سیاسی در رابطه با محرومیت زندانیان از درمان که ضمیمه می‌باشد را ببینید.
آیا خانم النا دوهان از رژیم خواهد خواست که به او حق بازرسی مستقل و بدون سرپرستی رژیم بدهند تا از زندانهای مختلف بازدید کرده و با زندانیان و خانواده هایی که فرزندانشان را به دلیل محرومیت از دارو از دست داده اند صحبت کند ؟
– شاهدان و خانواده جانباختگان آبان ۹۸ که در دادگاه آبان شهادت دادند، از سوی رژیم تحت اذیت و آزار قرارگرفته ، دستگیر و حتی محکوم به زندان شده اند. خانواده ها از حق برگزاری مراسم برای عزیزانشان و تحقیق در رابطه با مرگ عزیزانشان منع شده اند. لطفا نامه ضمیمه را ملاحظه نمایید.
آیا خانم النا دوهان این موضوع را با استناد به دادگاه آبان مورد تحقیق قرار داده و از رژیم سوال خواهد کرد؟
لیست جنابات رژیم اسلامی بی انتها است و موارد بالا تنها چند نمونه از این جنایات است.
رژیم اسلامی در ایران بارها درخواست ورود گزارشگر ویژه سازمان ملل در امور حقوق بشر به ایران را رد کرده است. دلیل این رد کردن روشن است. اما همین رژیم گزارشگر ویژه سازمان ملل برای بررسی تحریمها را پذیرفته است ! این به این دلیل است که میخواهد از هر وسیله ای برای کسب مشروعیت جهانی خود، وسیعتر نمودن جنایت و ترور، برداشتن تحریم از روی سران رژیم و بالاخص برداشتن تحریمها از روی سپاه پاسداران استفاده کند. دفتر حقوق بشر سازمان ملل، با رژیم تبانی خواهد کرد اگر در این سفر خواهان بازرسی مستقل از زندان‌ها نشود. این یک سیلی به صورت میلیونها تن از مردم ایران خواهد بود، که به خاطر اعتراض و ابراز عقیده توسط این رژیم بازداشت و شکنجه و زندان شده اند.
این بالاخص از سازمانی که ادعای دفاع از حقوق انسانی را دارد قابل پذیرش نیست. ما خواهان این هستیم که:
سفر هر گزارشگر ویژه سازمان ملل باید شامل بازرسی مستقل و بدون دخالت رژیم از زندان‌ها و صحبت کردن با زندانیان و خانواده هایشان باشد.
تنها از این طریق است که خانم النا دوهان و دفتر حقوق بشر سازمان ملل می‌توانند سطح و عمق جنایات رژیم اسلامی را متوجه شده و از این فرصت سفر برای فشار به رژیم استفاده کند. در غیر اینصورت سفر خانم دوهان صرفا به نفع رژیم و تلاش این رژیم برای کسب مشروعیت جهانی تمام خواهد شد. این سفر به رژیم مشروعیت بخشیده و دست رژیم را برای زندان، شکنجه و اعدام فعالین در ایران بیشتر باز میکند.

- Any visit by a UN Special Rapporteur must include an unsupervised, independent visit, to inspect the prisons and to freely speak with political prisoners and their families.

Call on the UN to stop minimising and normalising the crimes committed by the Islamic regime in Iran!
Alena Douhan, the Special Rapporteur on Unilateral Sanctions, is due to visit Iran from 7 to 18 May 2022. A statement issued by the UN Human Rights Office (OHCHR) stated that during the visit, the Special Rapporteur will meet with representatives of the Islamic regime and various other organisations including private, financial and other sectors as well as the “national human rights” institution in Iran!
I would like to draw the attention of the OHCHR and ask what they mean by saying “national human rights” institution in Iran? Do they think the human rights institutions exist in Iran and their activists are allowed to have the freedom to freely act for human rights in Iran without being arrested, prosecuted, imprisoned, tortured and even executed in Iran?
I would like to ask Ms. Alena Douhan, is she not aware of the public executions and the crackdown on the protests by the Islamic regime in Iran? Or have she and OHCHR decided to close their eyes to the gross violation of human rights in Iran and minimise the crime against humanity to the impact of the sanctions?
The OHCHR is well aware that anyone living under the Islamic regime, who even attempts to speak about human rights in the country, is arrested and tortured, if not executed. Therefore, implying that human rights institutions are allowed to freely speak with Ms Alena Douhan is nothing but the legitimisation of the crimes of the Islamic regime in Iran.
The OHCHR in its statement asks the public to send OHCHR questions, input, and comments. On behalf of the Campaign to Free Political Prisoners in Iran (CFPPI) and the political prisoners and their families in Iran, I would like to draw your attention to the following:
- Hundreds of thousands of people in Iran have been subjected to arbitrary detention, torture, rape, imprisonment, and even execution during the last 43 years. The crime against humanity committed by the Islamic regime started when they took power and before any sanction existed. Moreover, the main cause of poverty and destitution in Iran, which existed well before the sanctions started, is not the sanction, it is mainly the Islamic regime. It is the Islamic regime that has imposed poverty, suppression, addiction, and other miseries on millions of people in Iran.
- Hundreds of rights activists including teachers, workers, artists, lawyers, women’s rights activists, LGBTQ, ethnic and religious minorities, students, and farmers, who protest to demand their basic rights, have been harassed and abused daily, arrested, tortured, imprisoned and some have even been executed.
Will Ms Alena Douhan demand an explanation about all brutal and violent crackdowns of demonstrations, and demand the immediate release of all political prisoners in Iran?
- Political prisoners are intentionally deprived of medical attention and some of them have been murdered by depriving them of any needed and necessary treatment. Two recent examples were jailed writer Mr Baktash Abtin and jailed protester Mr Mehdi Salehi. Please see the reports by CFPPI and the recent report by Amnesty International on the deprivation of prisoners from treatment, at the end of this letter.
Will Ms Alena Douhan demand that the Islamic regime grant her freedom to an unsurprised and independent visit to different prisons and the freedom to speak with prisoners and their families who died due to intentional deprivation of treatment?
- The witnesses and families of those killed in the crackdown of November 2019, who gave testimony in the Aban Tribunal have been harassed, arrested, and given jail sentences. The families have been banned from holding a funeral or investigating the death of their loved ones. Please see the attached information.
Will Ms Alena Douhan investigate this by referring to the Aban Tribunal and ask the regime in Iran for an explanation?
The list of crimes against humanity committed by the Islamic regime in the last 43 years is endless and the above are just a few examples of that.
The Islamic regime in Iran has continuously refused to allow the UN Special Rapporteur on Human Rights in Iran to visit Iran. This is clear why. However, the same regime allows the UN Special Rapporteur on Unilateral Sanctions to visit Iran! This is because the Islamic regime wants to use this as a tool to legitimise its regime internationally, expand its crime and terrorism and remove sanctions on its leaders and in particular on the Islamic Revolutionary Guard Corps (IRGC). The OHCHR, on the other hand, would collude with the Islamic regime in this visit if they do not demand an independent, unsupervised visit to the prisons in Iran. This would be a slap on the face of millions of people in Iran who have been arrested, tortured, and imprisoned for protesting or even attempting to express their views and oppose the Islamic regime.
This is unacceptable, especially from an organisation that claims to protect human rights. We demand:
- Any visit by a UN Special Rapporteur must include an unsupervised, independent visit, to inspect the prisons and to freely speak with political prisoners and their families.
It is only in this way, Ms Alena Douhan and OHCHR could understand the sheer scale of the crime committed by the Islamic regime and use this opportunity to pressure the regime. Otherwise, Ms Alena Douha’s visit will only benefit the Islamic regime in its attempt to use any tool to gain international recognition. It will benefit the Islamic regime as it will give the regime legitimacy and more freedom to imprison, torture, and execute more activists in Iran.
